Company C is engaged in biz where its major customers are from overseas, China is just doing the work and export the completed products.

In other words, C's market is overseas, not in China.

Another example I have done is that products are from overseas, but we use Chinese partner to do distributions and product support in China.

Haven't done anything such that developement, production and marketing/distribution are all in China.
