In my opinion, Japan does not need to outsource.
The cost of producing the detailed documents is almost the same as producing the code. The U.S. model seems to do exactly this.
If I were a Japanese boss, I would not hire expensive business analysts to write extremely detailed documents, and then tell the programmer exactly what to do, in excruciating details.
I would just hire a programmer and write the code!
The Japanese not only lost money in this process, they also bred a whole generation of Chinese outsourcers who don't think technology is important.
The Japanese way of doing things, which is telling you exactly what to do, makes people think that they really don't need to think. They would just need to get the contract, and they would be told what to do.
Millions of lazy programmers are born this way. Some of them are less lazy, and they immediately label themselves "high hands". No f**king way.
